Policy Advisor

Colm is a Policy Advisor in the Clean Economy team. He is a member of the UK place-based transitions programme, where he works on the decarbonisation of homes and buildings and the roles of central and local government in the delivery of net zero.

Colm also works with colleagues in the energy systems transition team on power sector decarbonisation and hydrogen where these issues overlap with the built environment.

He is responsible for political analysis and advocacy in the UK place-based transitions programme. He works with a wide range of partners in the third sector and business on campaigns and engages regularly with policymakers and senior political figures from all major parties. He also provides policy support to the Green Finance Institute’s Built Environment Programme, the Energy Efficiency Infrastructure Group, and Electrify Heat.

Colm joined E3G from the Institute for Government. He holds a dual MA/MSc in International and World History from Columbia University and the London School of Economics, and a BA in History from the University of Oxford.
