Artur Patuleia
Senior Associate
Artur is an E3G Senior Associate based in Amsterdam, focusing on energy system transitions.

His work includes contributing to analysis and advice on the decarbonisation of power systems. Artur provides expertise on energy system transitions, relating these with climate policies strategies, the macroeconomic aspects of climate action and the design of financing solutions. He works together with Governments, regulators, energy companies, and civil society organisations.
During the Portuguese Presidency of the EU Council in 2021, Artur was part of the EU Climate Law negotiations. 2016 and 2017 Artur served as Energy Policy Advisor to the Government of Portugal, leading working groups on energy markets and infrastructure. He also worked on policy subjects related to the transition to a low carbon electricity system. Previously he held technical positions at TenneT, the Dutch-German Transmission System Operator, and at TNO, the Netherlands Organization for Applied Scientific Research.
Artur has an MSc in Electromechanical Engineering from the University of Beira Interior (Portugal) and recently obtained his MBA at the Rotterdam School of Management (The Netherlands), which included an exchange period at UC Berkeley (USA). He is a native Portuguese and Dutch speaker.
