Leo in the media
He works with his team to identify and leverage political opportunities that unlock structural change, driving progress both globally and in key national and regional contexts.
Leo works closely with political leaders, diplomats, policymakers, businesses, and civil society to position the shift from fossil fuels to clean economies as politically compelling, technically achievable, and ultimately unavoidable. His approach combines political analysis, targeted advocacy, and practical policy solutions.
With nearly 20 years of experience in climate and energy, Leo has worked extensively to advance the global phase-out of fossil fuels. His work spans multilateral processes – particularly the UNFCCC – alongside international diplomacy, civil society mobilisation, and country-level engagement. He brings deep expertise across power sector transitions, energy finance (particularly fossil fuel subsidy reform), Just Energy Transition Partnerships (JETPs), country platforms, and issues of equity in international development.
Prior to E3G, Leo worked with ODI, DESNZ, and PwC, and has supported UNFCCC negotiators from Least Developed Countries and Small Island Developing States.
Leo holds a BA in Geography and an MA in International Development from the University of Sheffield. Outside work, he can usually be found in the mountains climbing or in cold water on a surfboard.
