Senior Policy Advisor

Louise Burrows is a Senior Policy Advisor for E3G’s Coal Transition team. Louise leads on the team’s coal finance work, with a focus on export credit agencies.

Her role involves supporting international diplomatic and civil society efforts to shift finance out of coal power generation and into clean energy.

She provides specialist advice to progressive governments on coal finance and coordinates with outsider advocacy efforts. Further areas of expertise include a technical understanding of the global coal landscape and UK coal phase out, as well as greening international development cooperation.

Prior to joining E3G, Louise worked as a civil servant for Ofgem in the Sustainable Energy Futures team. Her worked focussed on horizon scanning the UK’s future energy system, advising on UK and EU energy policy, and compliance with UK energy regulations. Prior to this Louise was training to be an Underwriter in the insurance industry.  

Louise holds a master’s degree in International Development Studies from the University of Amsterdam and a bachelor’s degree in Geography from the University of Durham.

Like most geographers Louise is a nature enthusiast and avid traveller; she also spends her spare time enjoying dance, music and pottery.
