Carolina Cecilio is a Policy Advisor at EG3’s Brussels Office. Her work focuses on climate risk, resilience and adaptation.

Carolina works on resilience policy and diplomacy, and the geopolitics of extreme risk, to ensure decision-makers have a better understanding of climate risk. Her expertise also includes loss and damage and adaptation, both at the EU and international levels.

Before joining E3G, she worked as an Environment Junior Attaché at Portugal’s Permanent Representation to the EU, where she negotiated adaptation, biodiversity and zero pollution files. She also did internships at the European Commission, NATO and the Portuguese Consulate in Sydney.

Carolina holds a Bachelor’s and a Master’s in International Relations, and a Master’s in International Economics and Business. In her free time, she likes to read and do analogue photography, as well as go to concerts and cultural events.
