Dr. Lucie Qian Xia is a Senior Policy Advisor on climate risk and resilience at E3G.

Her fields of expertise and interest lie at the intersection of climate change, geopolitics, and international diplomacy. Her work focuses on climate diplomacy, climate security and crisis management, and global environmental governance.  

Prior to joining E3G, Lucie served at the UN Representation Office in Brussels, working on fostering UN-EU climate cooperation. She has also served the European External Action Service, stationed at the Delegation of the European Union to China in Beijing, where she contributed to enhancing EU-China trade and climate relations. Her climate engagement has also led her to work at the Carnegie Endowment for International Peace and the European Union Chamber of Commerce in China.  

Lucie holds a Ph.D. in International Development and Diplomacy from the University of Oxford, an M.Sc. in International Relations from the London School of Economics and Political Science and a B.A. in French Studies from Renmin University of China. She is fluent in English, French and Chinese.
