The European Union stands at a pivotal moment. The accelerating pace of climate impacts is already reshaping the continent, which is warming faster than any other region in the world. These changes threaten to undermine energy and food systems, water security, financial stability, and public health. In addition, social cohesion, political stability, and the integrity of Europe’s ecosystems are at significant risk of deterioration.
The European Commission has the opportunity to design and advance a climate resilience and risk management initiative that is comprehensive, coherent, and ambitious—one that matches the scale of the challenge Europe faces.
This E3G submission to the European Commission’s Call for Evidence offers elements of a comprehensive approach to EU climate resilience and risk management. It covers:
- Definition of climate resilience
- Identifying EU resilience and adaptation policy goals
- EU and Member State governance and links to national planning
- Advancing resilience and risk management through public and private finance
- Integrating fairness and the social dimension
