These changes threaten to undermine energy and food systems, water security, financial stability, and public health. In addition, social cohesion, political stability, and the integrity of Europe’s ecosystems are at significant risk of deterioration.
The European Commission has the opportunity to design and advance a climate resilience and risk management initiative that is comprehensive, coherent, and ambitious—one that matches the scale of the challenge Europe faces.
