Gustavo is a Senior Associate at E3G working on Brazil and international climate policy and politics. He is a founding partner at Triê Group, providing thought leadership advisory to governments, non-profits and the private sector.

Gustavo has over two decades of experience at the intersection of climate policy, diplomacy, and sustainable finance, most recently serving as program officer for low-carbon economy and policy at the Climate and Society Institute.
He has advised governments, diplomats, and senior leaders, providing strategic guidance on international climate negotiations, energy transitions, climate finance mobilisation, and resilience-building measures, always informed by peer-reviewed science and IPCC synthesis reports.
Gustavo is an expert on the United Nations Framework Convention on Climate Change (UNFCCC), the Paris Agreement, and climate diplomacy. He has played a pivotal role in supporting Brazil on its presidencies of the G20 2024 and BRICS 2025 as well as COP30, leveraging Brazil’s leadership to advance global climate ambition, enhance international cooperation, and bridge developed and developing country interests.
Gustavo has actively shaped international dialogues, including as a key contributor to the Dubai–Belém Mission 1.5 initiative, aimed at accelerating climate action, and the Baku to Belém Roadmap to $1.3 trillion, aimed at mobilizing climate finance for emerging economies.
He has extensive experience in domestic climate policy implementation and has authored numerous articles, op-eds, and policy briefs addressing climate finance, energy policy, ending deforestation, and sustainable economic development, published in outlets such as Um Só Planeta, Valor Econômico, O Globo, Folha de São Paulo and O Estado de São Paulo.
Gustavo also regularly engages in high-level policy forums, strategic roundtables, and public–private dialogues, working with multilateral development banks, think tanks, and philanthropic foundations to drive systemic climate solutions.
Gustavo is a LEAD fellow, specialising in Economic Tools for Conservation at University of Brasília/CSF, and Sparking Social Change at Harvard University and holds a bachelor’s in public policy from São Paulo Business School at Fundação Getúlio Vargas (FGV).
Based in Rio de Janeiro, Brazil, Gustavo is also an experienced offshore sailor and nature enthusiast, drawing inspiration from his deep connection to the environment in all aspects of his work.
