The pre-COP discussions are taking place 13-14 October 2025 in Brasilia. This is seen as the last key diplomatic moment with the opportunity for negotiators to build consensus on key issues ahead of COP30 in Belém. This is also the moment that clear signals must be given on the shape of the outcomes package that the Brazilian Presidency expects to see at COP30.
Things to look out for:
- Clarity on the next steps for the Baku to Belém roadmap for climate finance.
- Clarity on what to expect from COP30 in terms of delivering on actions that protect progress on multilateral climate collaboration while closing the gaps on emissions, finance, adaptation, nature, and governance – providing a coherent framework to guide the coming decade of climate action. - Signs of unblocked divisions on key negotiation issues (the UAE Dialogue on energy transition, the Just Transition Work Programme, the Global Goal on Adaptation).
- Signals of credibility from the Global Stocktake (GST) implementation progress via the COP30 Presidency’s Action Agenda.
Adaptation finance in the spotlight
The Climate and Development Ministerial on 14 October sets the scene for the adaptation agenda as we go into COP (supported by E3G and IIED). The Ministerial will bring together climate and development ministers to address barriers that LDCs (less developed countries) and SIDS (small island developing states) face in accessing timely and affordable adaptation finance.
On the same day is the Presidency-led event on “Implementing the GST: Adaptation Finance” which must provide clear and credible signals of commitment to adaptation finance provision and to accelerate the goals of scaling adaptation finance from all sources and identifying key levers across different financial resources providers to strengthen delivery.
Constituencies invited to share views on the expected COP30 Outcomes
At the Civil Society Organisation (CSO) convening on 14-15 October, there will be a chance for facetime with the Brazilian Presidency and the opportunity to progress a convergence in perspectives on the endgame with a wider cohort of CSOs, including many Latin American CSOs.
