Louise Burrows is an award-winning campaigner and expert in energy transition diplomacy, specialising in international initiatives that support the transition from fossil fuels to renewables. Currently serving as Head of Government Affairs for the Global Renewables Alliance, Louise spearheads multilateral and bilateral engagement on tripling global renewable capacity by 2030. 

Prior to joining the GRA, Louise was the Climate and Energy Diplomacy Lead for the Beyond Oil and Gas Alliance (BOGA). She also spent over five years as part of E3G’s fossil fuel transition team, playing a pivotal role in supporting the Powering Past Coal Alliance and led E3G’s efforts on ending international fossil finance. Her role focussed on providing specialist advice to governments and coordinating civil society advocacy efforts on this agenda. From 2019-21, Louise co-led the successful civil society campaign that resulted in the UK Government ending public support for fossil fuel projects overseas and prioritising support for clean energy projects – a world first and a major outcome, that subsequently won an award. 

Following this campaign, Louise spent two years seconded into the UK’s COP Unit as a senior energy expert, shaping the UK Presidency’s strategy on fossil fuel phase out. During the Presidency year, Louise was joint head of the COP Unit’s energy campaign and led the successful delivery of multiple projects, including ending international fossil finance and methane. Here, Louise spearheaded the creation and oversight of the UK’s ‘Clean Energy Transition Partnership’, a groundbreaking initiative driving the redirection of international public finance from fossil fuels to renewable energy. She also played a leading role in launching the Global Methane Pledge. 

Louise has a BSc in Geography from the University of Durham, and a MSc in International Development from the University of Amsterdam.
