Artur Patuleia
Senior Policy Advisor
Artur is a Senior Policy Advisor at E3G and is based in Lisbon.
His works focuses on the EU’s energy system transition and on the resilience and security of energy infrastructure. He leads E3G’s work on clean power in the Iberian Peninsula.
Artur works with governments, civil society and businesses to advance the energy transition in the EU. In recent years, he has closely followed major EU energy and industrial policy initiatives. He is also E3G’s clean power lead in the Iberian Peninsula, working with stakeholders to shape strategies that advance an energy transition that generates economic and industrial benefits in the region and the broader EU.
His expertise includes energy markets, power systems decarbonisation and resilience, and the development of aligned energy and industrial strategies. Artur also recently led E3G’s energy security work ahead of the Hamburg North Sea Summit.
During the Portuguese Presidency of the EU Council in 2021, Artur participated in the EU Climate Law negotiations. Between 2016 and 2017, he served as Energy Policy Advisor to the Government of Portugal, leading working groups on energy markets and infrastructure. He also worked on policies related to the transition to a low-carbon electricity system. Previously, he held technical positions at TenneT, the Dutch-German Transmission System Operator, and at TNO, the Netherlands Organization for Applied Scientific Research.
Artur has an MSc in Electromechanical Engineering from the University of Beira Interior (Portugal) and an MBA from the Rotterdam School of Management (The Netherlands). He is a native Portuguese and Dutch speaker.
Artur contributes to Coopérnico, an energy cooperative in Portugal, and enjoys outdoor runs and walks in nature.
