Liz Gallagher has recently been appointed as Director of the Climate Briefing Service (CBS). CBS is an unbranded political strategy service to a range of actors who seek to engage in international climate politics and diplomacy.
Before joining CBS as Director, Liz worked as E3G’s Climate Diplomacy Programme Leader. Through her work at E3G, Liz worked with governments, intergovernmental organisations, NGOs and corporates to construct high leverage political interventions to shape an ambitious outcome in 2015 and beyond. In order to undertake this, Liz led extensive analysis developing E3G’s Political Economy toolkit targeting over 20 key emitting countries to understand the deep political obstacles to accelerating decarbonisation and building sufficient resilience. This work informed a series of political scenarios outlining the prospects for an ambitious outcome in 2015.
More recently, Liz has been developing thought leadership regarding the role of the multilateralism after COP21 which is informing how many non-state and state actors will engage in the international climate regime beyond Paris.
Prior to joining E3G, Liz worked for the catholic development agency, CAFOD, as Head of Climate Finance Policy. In this capacity she engaged with the UK Government, European Union and G20 countries on the sources, scale and governance of public finance from a development perspective.
Liz has been working in the field of climate change and development since 2006, specialising in international climate politics. Whilst at CAFOD, Liz co-chaired Climate Action Network’s international lobbying and policy group on climate finance at the UNFCCC negotiations, influencing and meeting with delegations from across the world.
