The launch of the Powering Past Coal Alliance (PPCA) by the UK and Canada has provided a political watershed moment for the phase-out of coal.

The increasing pressure on coal-burning countries to phase out the fuel is now complemented by the advent of the pan-European civil society campaign Europe Beyond Coal.

This briefing paper explores Germany’s political paralysis on coal, building on our pre-election analysis and contrasting it with the accelerated phase-out dynamic developing both in Europe and internationally.
