Liz Gallagher
Senior Policy Advisor
Liz Gallagher is a Senior Policy Advisor at E3G. Liz’s primary focus is E3G’s International Climate Finance work stream which aims to support the development of new models for innovative climate finance to leverage private capital into low carbon, climate resilient development. Liz provides strategic advice to civil society and some European governments to secure public funds from innovative sources of finance, as well as encouraging transformational public-private partnerships resulting in valuable prototypes which can be scaled up and replicated.
In addition, Liz works with E3G’s Climate Diplomacy programme, supporting the development of political scenarios around a future global climate deal. E3G’s scenarios provide additional political analysis and strategic direction to civil society and some governments to become more effective and deliberate in delivering an ambitious outcome.
Prior to joining E3G, Liz worked for the catholic development agency, CAFOD, as Head of Climate Finance Policy. In this capacity she engaged with the UK Government, European Union and G20 countries on the sources, scale and governance of public finance from a development perspective.
Liz Gallagher has been working in the field of climate change and development since 2006, specialising in international climate finance. Whilst at CAFOD, Liz co-chaired Climate Action Network’s international lobbying and policy group on climate finance at the UNFCCC negotiations, influencing and meeting with delegations from across the world.
Liz has worked as a Researcher for several MPs in Parliament, where she focused on the issues relating to Northern Ireland, including monitoring the Orange Marches in East Belfast and reform of the Police Service of Northern Ireland.
Liz has a BA Hons in International Relations and Geography from University of Wales, Aberystwyth, and a Postgraduate Diploma in Moral Theology from Heythrop College
