Programme Leader - Low Carbon Finance


imageIngrid Holmes leads E3G’s work on Low Carbon Finance and joined E3G in January 2010. This work stream evolved from a series of papers Ingrid produced with Nick Mabey while seconded to E3G in early 2009, looking at the opportunities presented by the financial crisis to accelerate low carbon investment.

Ingrid is interested in the interface between policy and finance. Her current work focuses on two key areas: the development of the UK’s Green Investment Bank as a catalyst for scaling up private sector investment in low carbon assets; and the financial and market reforms needed to deliver energy efficiency at scale.  She was a member of the Green Investment Bank Commission working group.

Before joining E3G Ingrid was an Associate at Climate Change Capital, a boutique investment bank specialising in low carbon investment, where she led their UK and EU policy work. She has also worked as a Scientific Adviser at the Department for Environment, Food and Rural Affairs; as an Energy and Environment Advisor at the UK Parliamentary Office of Science and Technology, and as Head of Policy at the UK Business Council for Sustainable Energy. Prior to that Ingrid worked in science publishing and journalism, latterly as a Subeditor for Nature in New York.

Ingrid has a BSc in Biological Sciences from the University of Edinburgh and an MSc and DIC in Environmental Technology from Imperial College London.
